Microsoft rolled out the second patch for Windows 10 v1803. Update KB4100403 brings only a few bug fixes to the table, and doesn’t add any new features. Well, judging by user reports, this update also brings a few issues of its own.
In this post, we’ll list the most common KB4100403 bugs reported by users so that you know what to expect in terms of issues.
KB4100403 issues
1. Time zone issues
In the official update notes, Microsoft confirms that KB4100403 fixes a series of time zone information issues. However, some users still reported the time zone is automatically set to UTC +0:100 Amsterdam although they live in a Pacific Time region. It appears this minor bug affects only the Pacific Time zone.

PSA: I just installed this update on my two computers, both have a time zone bug: Settings > Time & Language > Date & time > Set time zone automatically causes the time zone to be set to UTC +0:100 Amsterdam (I live in UTC-08:00 Pacific Time). Considering it happened to both my computers, I’m wondering if this is a widespread bug
2. Audio is delayed
Sometimes, audio in video streams may get delayed irrespective of the browser you use.
3. Windows Store apps won’t work
Users reported that Microsoft Store apps won’t work at all after installing this update.
Anyone else experienced an issue since 1803 where audio becomes delayed on video streams. It occurs in Chrome and Edge for me, using plex, youtube, hulu, and netflix. Over time the audio will lose sync with the video further and further. If you pause and refresh the page the sync is momentarily fixed.

These are the most frequent KB4100403 bugs reported by users. If you encountered other issues after installing this update, tell us more about your experience in the comments below.
Sleep mode still broken on 1803 (desktop). Tried a clean install but it’s still the same. Happens on all 3 of my rigs: When putting the PC to sleep, hard drives turn off then back on. The PC freezes 90% of the time after that and if not, takes about 1min to wake up then BSODs.
